Generally, whats the acceptable number of fish to gallons of water?

Depends on the fish, how much maintenance you want to do and your filtration / water movement.

no here is another stupid question. when you measure a fish, do you measure the body only or do you measure the tails also?

Body and tail, you always want to error on the side of caution.

I think you will be fine. Make sure to change the water and keep it clean for the dirty gold fish. Have a good filter and you should be fine with 2.
