i have a 10lb nitrous oxide bottle (empty) from when i used to race..... can i put co2 in it and make my own diy setup? also, if it's possible, who would be able to fill up my bottle with co2? what equipment would i need to buy for this to work?

I don't know if you can swap them, but CO2 can be refilled at most places that service fire extinguishers & welding supply places. Some welding supply plces just want to do Bottle swapouts, so make sure you call ahead to those places.
Other places you can get them refilled are Paintball supply shops. Be Warned they usually charge 5X more than the other locations. Like $5 per lbs.

NO2 has a different connector head than CO2, meaning that your bottle is certified for nitrous but no CO2. They do that to prevent any cylinder from being filled wth just any type of air. So no you can't use your old nitrous bottle for CO2, but you could try to return it and see if you can trade it for a CO2 bottle....never hurts to try!
