What is a public group?

I was slowly and I mean slowly scanning and read though all the new stuff I have to learn again here, and clcked on my screen name and it states I am not a member of a public group. So what is a public group? Good, bad or indifferent?

Groups are setup by the admins to help us do special things. Like brandy's pink name is a group (but not public). The people that have a bold blue name are another group, again not public. I think a public group can be started by any user or admin and it can basically be about anything.

Say all of the users decided to create North, South, East, West, and Central groups; you'd just sign up or join the public group you fit into.

It also might be an admin thing, so I'll look into it more and let y'll know what I find as I may be completely off base on this (and Skipp may already know the answer).
