This was a post from Dstuer on Aquatic-terrors.com, the discussion is a spin off of another conversation and is somewhat interesting about water treatment plants and processing water.
These are his thoughts on testing your water for chlorine/ chloramine. It might be something worth looking into.....

"Is there a test for chlorine/choramine available" we aquarits can use.
Although anyone can call their water provider and get info on the amount of chlorine in their water, there are simple tests available for you to try yourself.
And water providers can really only give you a ball park residual of your area, not your exact spot.
The test are called Chlorine DPD method, they are easy to use, fast, and available at places that sell spas and swimming pools. I have used the Hach brand, but I'm sure others are available.
You take a sample, add a premeasured packet of reagent, in seconds the water turns different shades of pink or yellow(color depends on brand), how dark the color is, indicates how much chlorine or chloramine is present, and you hold it up to a comparitor to find a ppm #.
They are generally very accurate, as long as not past the expiration date.
Make sure you get the kind for your water providers specific chlorine treatment method.
Free chlorine measures just that, where your treatment plant uses simple "chlorine"(sodium hypochlorite).
If your plant ads chloramine, you get the type that tests for chloramine, or "Total Chlorine".
Here's an example of the Hach DPD test, that would indicate 1.5pp Total Chlorine residual
